This is a masterpiece to be found in "Celtic Roots Revival" by Stockton's Wing. I play it for years, and I 'm still fighting for performing it correctly, in spite of a not so, so bad level on the fiddle
.
But it's always the same with Stockton's tunes, nice to ear and hard to play.
The two other ones in the set are
The Kangaroo,

The Leitrim Rambler,

... really good tunes, too.

Composer?
Do you know if this is traditional, or did someone from Stockton's Wing write it?
