Isn't the composer a piper? Does he really play it in Emaj?

That's what I was wondering. Maybe its a set of E pipes or he does some very impressive work with a keyed set! I've tried googling the tune and band for an MP3 snippet or the like but have had no luck.

According to the liner notes, the tune was indeed composed by Diarmaid Moynihan, but on the recording it's played by 2 fiddles (presumably Deirdre Moynihan and Tola Custy). There are a few possibilities as to why it is in E major. Perhaps he wrote it using an E whistle, or perhaps he deliberately set out to write a tune in E for the fiddles, or maybe it was originally composed in D for the pipes, and the band decided it would be better as a fiddle duet, and the fiddlers found they liked the sound of it in E and transposed it.
