Looking for a name
A parent at one of our local step dance schools gave me a soundclip of this so we could learn the tune and play it for the kids when they ask us for a treble jig. (The younger kids, especially, like to hear a familiar tune, instead of just any ol' thing.)
Sounds like a modern composition to me. The original clip is a fiddle carrying the melody and a drum kit whacking away on the downbeats (obviously a track meant for use by step dance schools). The source may be affiliated with the Trinity Dancers out of Chicago, so it's possible it's a Chicago area tune, maybe even penned by Liz Carroll.
