Anybody knows who wrote that tune? Traditional, or is it Liam O'Flynn's composition?

I learned it as a slow air from Siobhan Ni Chonarain. As I recall she talked about it as one of the romantic post Jacobite songs, in which Eire is often portrayed metaphorically as a lost love etc. Not sure if my memory serves me rightly.
