This is a Belgian tune, also known as La Berceuse de Muffe, taken from the recording "Thunderhead" by Grey Larsen & Malcolm Dalglish. Muffe was a small town in Belgium that was devastated during World War Two.

6/8 waltz or 3/4 jig

A waltz
It's a 6/8 waltz. I could only enter it as 3/4, but it should be signed as 6/8. It should be played slower, probably about 1/4 = 95.

Not sure why people have so much trouble writing out waltzes. As far as I am aware Waltz timing is by definition 3-time = 3/4. If it really were 6/8 it would be a slow jig.
Try re-entering the tune like this (it's too late for the site here as the sheet music doesn't get corrected when you correct the ABC File):
