Any information on Thomas Leixlip the Proud?
I learned this tune a few years ago at a class. It's an unusual sort of jig and shouldn't be played too fast. You will hear it in sessions too but not very often.
My research shows that it is a Turlough O'Carolan composition.

According to O'Sullivan's biography, this tune has been
falsely attributed to O'Carolan.
