Unlike such tunes as The Japanese Hornpipe, The Chinese Breakdown, The Swedish Jig and so on, I believe that this polka is actually from where it claims to be from. It was certainly very popular with Finnish musicians at the Kaustinen festival in 1997 (I think they tended to play it in A minor or G minor). Whatever its true origin, its a kickin' tune and could have come straight out of Sliabh Luachra.

The Finnish Polka
...seems to be Levan Polkka (Leva's Polka) which was recorded as a song by a Finnish group called Loituma and has been rattling around the internet recently. I heard the song a month or two ago and then just recently realized the melody was essentially the same as this tune.
