This is a nice tune but in the 9th and tenth bars ... should there be a repeat sign? As in - is the A section played twice, the the B twice?

This is another of those cut-and-paste jobs without crediting the source, the notator for the ABCs here is Paul Cranford of Cape Breton ~ http://www.cranfordpub.com

Not sure what you are on about 2situla, as the ABCs are OK, exactly as Paul notated them, 8 measures for the A-part and 8 measures for the B-part, a 16 bar tune:
