I think this tune is supposed to be a single reel. It is most likely related to McFadden's Handsome Daughter. I play a version of this in A as a single reel:

I'm also struck by how similar the B-part is to the high part of Anderson's Reel http://www.thesession.org/tunes/display/1631. Maybe the 2 tunes would go nicely in a set together. Perhaps Anderson's would follow this tune nicely.
