Hornpipe
I've done a search on JC's and this appears to be a hornpipe with swung rhythm, not a polka. There's also a 2nd part:

Yes, yes, alright, and I know it was 2002, but where the hell is that eminor version you mention here. It ain't in JC's massive ABC database, or I'm just blind to it being there? So, let's see it, and maybe I'll have a few surprises for you too. I'm not sure if these comments are where it should be though. I may try a new submission on this very bare assumption of the tune...

It's just struck me that the version above sounds like a Breton tune.
