Another Aidan O'Rourke tune

This beautiful, slow, and unclassifiable tune comes from Aidan's solo album, Sirius, as well as his recording with Lau, Lightweights and Gentlemen.

Can someone who knows more about Scottish music than me tell us what kind of tune this is? It comes in lilty sets of 3's and so 9/8 seemed to fit but I'm sure it's not a slip jig.

9/8 does fit, except for when he throws the rhythm around a bit by leaning into notes and then dragging others out.

Can't it just be considered a slow air?
