I've submitted it as a hornpipe, but it's actually played with little or no swing.
Heavy emphasis on the first beat of each bar, with a somewhat less heavy emphasis on the third beat of each bar.
In other words, more a of "rant" tune - "rant" being a tune type (and associated dance) originating in NE England and the Scottish borders.
