Don't know who G. Tate is/was, but this tune is in Ryan's Mammoth Collection with no author attributed, "Star of the East-Hornpipe (can be used as a Clog)," in the key of Bb. I learned it from an old 78 by Canadian fiddler Joseph Laroque: http://tiny.cc/qY75z Buddy McMaster plays it on one of his records as well. Laroque also recorded Ostinelli's, another flashy hornpipe.
