Yes, mandolincafe.com classifieds are a good place to look; far less risky than eBay, as the cafe community has high standards for these kinds of transactions.
There are also many reputable web-based vintage instrument dealers that will offer 24 or 48 hour approvals:

Is this your first mandolin; are you looking for something specific? In my opinion, the best bargain out there for the best ITM mandolin might be a teens Gibson A-0; this was their plainest mandolin, and one that is in less than perfect (but perfectly playable) shape might go for as little as $800. Corrina-You might want to check out the Romanian mandos at David Kilpatrick's site www.troubadour.uk.com. They're advertised for 99 pounds. A while back I ordered one of the zouks there, for 129 pounds, no less! While I don't use the Romanian in performance or sessions, as I have other options, I could if I had to, and I sure enjoy dragging it around with me as a "noodling" instrument. It has a respectable quality of sound for the money. When I ordered it, David was right on the ball, and it took less than two weeks from our initial correspondence to the time it got into my sweaty mitts. My only negative criticism about the instrument is the slotted type tuners, I would rather have pegs, but it's not a fatal flaw, just requires a little more fiddling and attention than pegs. I keep the nut lubricated well with graphite, and that helps. You could spend 5 times as much money for the same quality.
