Bb whistles aren't that big. I find D whistles too small! F whistles are much bigger than Bb's and they are nice too. Low D's are the big ones which are hard on the hands.
If you are used to a high D, then you may find the Bb seems very big at first; I did and wondered if I would ever feel comfortable. But now, it's no problem at all....same with low whistles, at first you feel like it will never come, and then you realise it's not an issue anymore (at least down to low D; I haven't played anything lower than that).
My mate's got an Overton Low A. It works ... and his hands aren't that big. My hands are quite big and I find the Overton low D easy ... but I guess that's only because I also find my Overton low C easy.

I'm planning to buy a Bb whistle but I'm not sure if it's going to be to big for my small hands and where can I buy them?

Look at these pictures, the biggest one is a Bb, the third from left is a D, there isn't that much difference in the stretch of the fingers.
I can't imagine that it's too big for your hands, but see for yourself.
Where you buy them depends on where you live.
Is there a Music shop near you that sells whistles?
If yes, does it sell Generation whistles?
If yes, it probably sells Bb.
Alternatively, you can always order them via the internet, but you have to think whether it's worth the shipping costs.

A b flat generation is a pretty small investment. Give it a try. If you can't play it today, let it be an aspiration.

... and by the way, if you've never tried it, a decent generation Bb is the perfect instrument to play in the bath.
