There's no official date yet that I can see on their website... I think if there's a festival in november, it would happen from november 10th to 14th, can anyone confirm this? I mean, that those would probably be the dates they'd have the festival.
I'm thinking if going and I need to make ticket reservation, and if there's no festival or they decide to change the usual dates, I'll find something else to do over there!
