No harm to Dessie Seery; I actually have one of his Eb whistles and it's grand. However, the best whistles these days are made in the US. There are a couple of high-end makers in England who are very decent as well. Don't buy an Irish made whistle just because it's handy.
There is one maker in Ireland you should ignore at all costs. I won't mention his/her name for legal reasons, but check Chiff and Fipple and you might find a comprehensive list of makers to avoid!
