As things are, you have to write them in one of the keys made available in the Tunes submission section, adding and subtracting sharps, flats and naturals - a bizarre and complicated exercise. It won't make it easy to read the sheetmusic but the midi should come out in the key you want, if you've done it right.
seriously though, i dont know of many (actually i dont know of any) tunes in the irish tradition that are in either of those keys.
Cmin is a popular key in french traditional music, particulariily the Berry region where G and C (maj and min) are dominant keys, but other than the odd andro, this isnt the forum for french tunes. There are several abc collections out there of french trad, google likely could find them.
Bb turns up among fiddle tunes sometimes, more in Scotland than Ireland I think, and that would generate dorian-mode tunes in C Minor, though I don't know any actually written in this key. Apparently many Highland Bagpipe sets are now made in Bb, as opposed to what used to be the more usual key of A.
Keys missing?!? If you've lost your keys, report it to the police, and change your locks, before you get your house broken into. The last thing you want to do is broadcast the fact on the internet.
Have you checked the freezer? I know, it makes no sense, but this one time, I was unloading the groceries and my car keys ended up next to the ice cream.
Still can't find my F# minor tin whistle though, sorry.
