A lot of highland piping tunes are posted on this website. Certainly you will find common ones.
For forums, the only one I know of is the "Non-uilleann piping forum" (The Wonderful world of.... Other bagpipes. All the surly and none of the regs) at Chiff and Fipple.
There's a lot of very bad transcriptions of pipe tunes on this site. Make sure you read the comments. A guy called Bob Dunsire has a bagpipe site with a lot of links to other piping websites. Google his name, and that should help. There are a few sites with bagpipe music collections, but none that I know of like here where you can post tunes.

Is there a site for GHB tunes that is similar to our beloved Yellow Mustard for ITM?
(I'm balancing session tunes on my flute with preparations for a Grade IV bagpipe competition)
