I think double stops (and full chords) can be written in ABC by putting square brackets around them (i.e. [Bg] or similar)
not sure what you mean "have them play on Concertina"... Are you using Barfly or something with a concertina sound font? I don't think Barfly does polyphonic notes with the sound fonts.
Unless you mean the tune-a-tron at concertina.net. And yes, putting square brackets around the two notes will play them together [Bg] as pointed out by Reverend. If you want full chords you can put them in quotes "Am" "Bb" "C7" though the default backing vamp might not be to your liking.

Not quite sure what concertinas have to do with this, but yes you can write chords in ABC.
