Just wondering if anyone knows the approximate neighbourhood of the cost of retuning an old 4 voice paolo in b/c to c#/d...?

I got a quote to re-reed my single voice Mengascini the other day. $1000 - and I bought it new for $1700...

to retune, do you have to replace the reeds? or can you just tune them?

Yes you can retune the reeds - though as I understand it a whole tone is about the limit. Whether the reeds in a particular box can stand it might depend on what condition they are in - how many times they've been tuned in the past, for example.
