It's a version of The Irish Washerwoman with an imaginative alteration from the usual second part, as far as I can tell. The pipes sound like smallpipes of some description (Northumbrian / Scottish / Border? - not Uillean, anyway); maybe they have a restricted range of notes, forcing the player to adapt the second part of this tune accordingly.

Sounds likes the pipes are Scottish smallpipes. Only nine notes to work with so the player has to fudge the melody.
