Yes, some people I know tune slightly sharp because of this, while their fingered notes are well in tune. Try plucking the string very gently and it should be the same as bowing it. A good way to tune in a session or on a stage is to press the scroll into your left ear and pluck the strings very very lightly.
That's very true highdesertbob. Although I'm a competent and longtime accoustic guitar player, I have really struggled at times to play some loaned electric guitars and still sound in tune. Slinkies, I hates 'em!
Back to the fiddle E string, I would suggest it would sound lower when bowed as the (slight) weight of the bow would stretch the string, thereby making it longer and therefore sounding a lower pitch? You can certainly produce that effect with heavy bowing.

Happens all the time with electric guitar players who use those slinky strings. Hit 'em too hard, and the pitch is wacked.

Could be you need to work on your nut. 'Sworth a look. Otherwise, tune under playing conditions: with a bow.
