If you liked the pipes in "Lord of the rings" & the other movies you mentioned, I think Davy Spillane (sp?) would be your cup of tea. Some of the undisputed favs were mentioned in a discussion here not so long ago titled "Favorite pipers" http://thesession.org/discussions/display.php/951. I don't of any all low whistle albums - but I'm sure they're out there. The low-whistle is a very new instrument in Irish Trad music, it's pretty quiet so it usually gets trampled by all the other instruments. It's not as popular as your garden variety "session" instruments. Uilleann is roughly pronounced ILL-yun.
I agree with Joe McKenna's suggestion. As for the pipes, I recommend Liam O'Flynn's 'The Given Note', and almost everything from Paddy Keenan. Another excelent pipes/whistle record (all in one) is Michael McGoldrick & John McSherry's 'At First Light'
Although it features Scottish border pipes more often than uillean pipes, Fred Morrison's "The Sound of the Sun" is amazing recording. His uillean pipes sounds quite unique: straight forward and joyful, while his low whistle is pathetic but powerful.
