Altan is a group, not just one guy. Although I don't know their website, they are quite well known, so running a search would bring them up I'm sure. Hope this helps.

If it has already been commercially recorded and released, you do not need permission to record any piece. You do, however, need to pay the statutory mechanical royalties to the publisher of the piece in question.

The tune was written by Mark Kelly, one of their guitarists. Just send him a mesage through their manager.
