the tipple flutes sound nice. i've played one and they're good. my dad made a flute out of pipe and it sounded really nice. like a breathy wooden flute
I'm not all that good a fluter, but I can get a strong reedy tone out of my Doug Tipple PVC flute, similar enough to my blackwood Olwell that I enjoy the Tipple as my rough travel flute.
Not too much to ask. A lot depends not just on the embouchure hole you cut in the pipe, but in the embouchure hole you shape with your lips.
I've heard a very respectable tune from a piece of copper tubing (about 40cm long) with no holes apart from the ones at each end.
It is very definitely more to do with the player than the flute. That same player also introduced me to the conept of the "no-tube" didgeridoo so he was pretty good all round.

Is it possible to produce a nice tone on a PVC flute relative to a wooden flute?
I made mine, so the embouchure hole may not be quite right. I am still working on embouchure and air pressure to try to improve the sound.
