yes you can buy practise sets bellow that price but not a half set or fullset.the best man to go to is martin preshaw in county fermanagh.his web address is www.unionpipes.co.uk.his work is second to none.tell him i sent you i have a full set of martin's and it is top class.
In complete agreement with MQ. I was doing some research for an aspiring piper, and to keep him from considering the awful things sold on eBay. It is better to get a really good practice set than a piece of junk half of whole set. 700 euro will get you a nice start... Don't forget the usual places to look and inquire as well ~

I would actually recommend Bill Haneman http://billhaneman.ie/ over Martin Preshaw... just going to show that everybody has an opinion.
There are loads of other pipe makers, too, so definitely check out pipers.ie
