I received some info from Culture Ireland who are sponsoring a Irish traditional Music Showcase in New York during the performing arts tradefair APAP - I have included the info below
Culture Ireland open call for APAP delegates and traditional music showcase participants
Culture Ireland invites applications from artists/companies in the theatre, dance and music sectors to attend the Association of Performing Arts Presenters (APAP) Conference as part of the Culture Ireland delegation.
APAP is a leading international arts market, networking and showcasing event, based in New York, which takes place from the 9th – 13th January 2009. It provides an opportunity for arts professionals to meet international promoters and presenters to pursue international showcasing and presenting opportunities, particularly in the North American market.
Delegate selection criteria
In selecting delegates priority will be given to those who have suitable high-quality work available to tour, with a particular focus on North America (for a period of at least 18 months after January 2009) and who will benefit most from the networking opportunities provided by the conference.
It is essential that the work (or artist) represented at APAP will have performed professionally or received a professional production in Ireland within the last 18 months.
Successful delegates will have, or will represent artists who have, international touring experience.
Delegates will be required to supply up-to-date high-quality promotional material relevant to the work they wish to promote at the trade fair.
Culture Ireland will make a contribution towards selected delegate costs but applicants will be expected to contribute towards attending the event.
Traditional music showcase
In addition, Culture Ireland will also host a showcase of traditional Irish music at APAP, specifically for international promoters and presenters.
Applications are invited from musicians (individuals and groups) to participate in the showcase and the above criteria will also apply in the selection of traditional music showcase participants. In addition, priority will be given to showcasing exceptional emerging artists/groups.
The selection of delegates and showcase participants will be made by Culture Ireland, with the assistance of peer panel assessment where appropriate.
Application forms for APAP delegates and showcase participation are available from Culture Ireland http://www.cultureireland.gov.ie. Closing date for receipt of completed forms is 5pm on Friday 31st October 2008.

Where I think I can understand it, it is insulting my intelligence.
I'm glad the deadline is so close, I wouldn't want to think there was an opportunity I'd just missed.

Whether or not that's plain and simple English is for you to decide. It's a music industry conference that enables performers and presenters (the people who hire the performers for venues) to discover one another. It's the modern day music business equivalent of the hiring fair or feeing day that occurs in so many folk songs.
It's not cheap. Registration is over $700, the expenses of showcasing are borne by the artist or their representative, and lodging in New York City isn't cheap. Plus transportation. It's quite possible, but not clear, from iwerzon's post whether cultureireland is paying for all or part of this for their delegates.

Culture Ireland seem to be looking after the travel, accomodation and registration fees of the groups they choose to invite. It reads simple enough to me. Anyway, its a great opportunity for up and coming bands.
